Precision Apparatus TEST MASTER Tube & Set Tester - Vintage 1950's - not working

Description

This tube & set tester is from 1950. The booklet in the second photo, I have since learned that that booklet in the second photo is the back page not the front - there is no front page. There are only a few pages and I have no idea if it is complete or not.
It doesn't work and my husband doesn't know how to repair these. It has sockets for the following type tubes: Sub-Min 8 socket, Sub-Min 7 socket, 12 pin socket, 4 prong socket, 5 prong socket, 6 prong socket, Combination 7 prong socket, Octal socket, Loctal socket, Button 7 Pin socket (Miniature), Button 9 Pin socket (Noval), Acorn Type socket.
